Position Purpose

We are looking for an experienced leader to articulate a strategic vision for the Pan-Conformance Program, aligning with objectives listed in the shared pan-Canadian Interoperability Roadmap and formally design, develop and deliver this program.

In collaboration with and part of a highly matrixed team, this role will be responsible for visioning, building and operating the capabilities required to support a vendor product conformance assessment against published interoperability standards and products.

The successful candidate will apply business acumen, executive engagement and relationship building skills, industry knowledge, proven technical know-how and integration skills to establish and operate a market focused conformance service in partnership with our provinces and territories.

This position will be working closely with internal and external business and technical stakeholders (Jurisdictions, Clinicians, Solution Providers, vendors, IHE community).

In addition, this role will lead the implementation and setup of a Connectivity Testing Platform and execution of technical connectivity events (Projectathons) that trial collaboratively developed interoperability specifications with the market. This includes presentations, planning, development, configuration and maintenance of sandbox environments and related infrastructure needed to onboard technology vendors.

In collaboration with industry and partners, using this Connectivity Testing Platform the incumbent will develop and administer the National Conformance Program aligned with the stated objectives expressed in the pan-Canadian Interoperability Roadmap.

Major Responsibilities

  • Develop and maintain Conformance Strategy to encompass PTI collaboration and vendor mobilization strategy.
    • Align with Infoway goals and objectives to ensure world-class pan-Canadian conformance capabilities are ready for implementation.
    • Develop strategy to optimized and automates the conformance process. Establish decision framework to prioritize work and deliver results.
    • Continual evaluation of operating model: build, buy, and/or partner
    • Ongoing review of performance to ensure alignment with strategy
  • Oversee the design of the pan-Canadian conformance program to assess and validate compliance to pan-Canadian interoperability specifications.
    • Holistic design for best practice business processes with continuous improvements philosophy.
      • Processes that delineate Infoway and PTI workflows
      • Human resource requirements with accountabilities, responsibilities, and activities
      • Technology and tooling requirements, leveraging automation and AI
      • Key metrics to evaluate performance, service levels and improvement opportunities
  • Lead teams to standup an integrated conformance platform for the program.
    • Oversee implementation team and ensure linkage with internal governance processes (business case).
    • Lead and manage internal resources
    • Lead selection process for operational elements of the design.
    • Direct external contractors/ professional services.
    • Leverage executive stakeholders and performance reporting.
    • Oversee technical implementation teams to deliver on scope, time and budget
  • Executive stakeholder engagement and management
    • Partner with internal teams to develop external communications and marketing strategy for service
    • Partner with internal teams to synchronize service capabilities with business objectives (standards, certification catalogue and requirements)
    • Partner with Regional team and vendor mobilization teams to market conformance program
    • Liaise with PTI executive level stakeholders to promote pan-Canadian conformance services
    • Collaborate with PTIs on optimal pathways to achieve pan-Canadian conformance objectives: lead discovery sessions, evaluations, technical designs for integrations & conformance requirements
    • Promote pan-Canadian conformance services at conferences and events
    • Leverage vendor collaborative to gain vendor alignment
  • Lead teams to operate an integrated conformance business processes for the program.
    • Direct and lead the team responsible for the execution of the conformance program. Develop a culture for customer-focused excellence and collaboration.
    • Oversee and develop world class conformance tooling capabilities with investments in innovation to deliver on strategic goals
    • Oversee program progress and identify areas for improvement for correction and/or work with senior management to secure necessary support for program success
    • Oversee effective and efficient integrated processes linkages with both internal and external process owners (PTI).
    • Extend conformance capabilities growth with standards releases (the Reference Architecture components listed in the Shared pan-Canadian Interoperability Roadmap)
    • Link with internal executive reporting teams to contribute to executive dashboards.
  • Own and deliver events and programs that further international health standards
    • Oversee conformance related vendor mobilization programs
    • Organize and lead technical connectivity events aligned with the Reference Architecture to promote Infoway’s pan-Canadian eminence in conformance capabilities (Connectathon, Projectathon, etc.)

Education

  • Honours Degree in Business, Computer Science, Engineering or a related field
    Masters Degree an asset.

Qualifications & Skills

  • Business savvy to connect strategy and navigate future requirements
  • Proven capability to connect strategy to deliver operational results
  • Executive-level facilitation and communications
  • Expert knowledge in designing, implementing and managing business
  • Expertise in team leadership with interpersonal and team dynamics mgmt. skills
  • Ability to oversee and prioritize multiple priorities and initiatives to guide conformance operations
  • Must have working knowledge of applicable Health IT standard and strong software development, architecture and product development skills, with extensive experience in Health IT Standards (e.g., HL7, IHE, SNOMED, LOINC, etc.)
  • Must be familiar with the concepts represented in an IHE profile, the IHE Connectathon and comfortable with technical testing events
  • Hands on QA experience with system integrations (e.g., APIs), documentation and sandbox environments and implementation guides
  • Experience with identity management systems and standards governing them (OAuth, OIDC) an asset
  • Experience with security protocols and best practices for application security an asset
  • Proven experience leading and managing professional services
  • Experience with procurement processes
  • Experience with industry events, organizing and participating – a definite asset
  • Ability to travel up to 20% of the time
Relevant Experience
  • Minimum 7-10 years of relevant experience as a Sr. Software Engineer or Architect
  • Minimum 5-7 years experience building Health IT Standards based software solutions
  • Minimum 7-10 years management experience in a customer-facing role
  • Experience with Connectathon events, particularly on the IHE Gazelle platform is a definite asset
