Chair, C.M., C.D., Former Deputy Minister of Health and Wellness for Nova ScotiaDr. Peter W. Vaughan is a member of the Order of Canada and former Canadian Forces Colonel Commandant. He has been Chair of Infoway’s Board of Directors since March 1, 2017. He was Deputy Minister of Health and Wellness for Nova Scotia, and President and Chief Executive Officer of the South Shore District Health Authority. He has been Secretary General and CEO of the Canadian Medical Association, President of WebMD Canada, an RCAF flight surgeon, general practitioner, emergency physician, and social entrepreneur. Dr. Vaughan has an Honours Bachelor of Arts and a Master of Arts in Philosophy from the University of Guelph, a Doctor of Medicine from McMaster University, and a Master of Public Health from The Johns Hopkins University Bloomberg School of Public Health. He completed the Queen’s University School of Business Executive Program and the Rotman ICD.D Directors Education Program at the University of Toronto.

Jocelyne (Jo) Voisin

Acting Assistant Deputy Minister, Strategic Policy Branch, Health CanadaJo returned to Health Canada in 2020 to support Canada’s efforts to fight COVID-19 after two years working in youth employment policy. In her 10 years working at Health Canada, she was instrumental in the negotiation of the Common Statement of Principles and health agreements with provinces and territories in 2017, focused on funding for home and community care, and mental health and addictions. She occupied several executive leadership positions, including in federal-provincial-territorial relations, health product regulation, horizontal policy and public health. Jo also worked in social policy at the Privy Council Office, and in economic policy at Treasury Board Secretariat and Innovation, Science and Economic Development Canada.

Deputy Minister of Health, Seniors and Active Living, Government of ManitobaKaren Herd has been in her current position in Manitoba since 2013, after joining the Ministry as Executive Director, Finance, and later becoming Assistant Deputy Minister and Chief Financial Officer, and Associate Deputy Minister and Chief Financial Officer. Karen began working in the provincial health sector in 1998 with Finance positions at the Winnipeg Regional Health Authority and its predecessor organizations. Prior to that, she worked in Internal Audit at Manitoba Education and Training. She holds a Bachelor of Commerce degree from the University of Manitoba and has been a chartered accountant for more than 20 years. She is also a member of the Institute of Corporate Directors.

Michael Hillmer

Assistant Deputy Minister, Digital and Analytics Strategy Division, Ministry of Health/Ministry of Long-Term Care, Government of OntarioMichael has been part of the Ontario Public Service since 2007. In his current role, he also leads the Digital Health and Information Management Strategy and Policy branches. The Health Data portfolio oversees data collection, integration and management services to maintain a trusted foundation of high-quality health data. The Health Analytics portfolio generates trusted and actionable insights that improve the sustainability and quality of the health care system. The data and digital health portfolio is responsible for setting policy, strategy and investment management directions that help deliver the benefits of digital health to Ontarians and drive responsible use of health data for the public good.
Michael is an Assistant Professor at the University of Toronto, and his academic background includes graduate degrees from the University of Toronto and a BSc from Carleton University.

Jeannine Lagassé

Deputy Minister of Health and Wellness, Government of Nova ScotiaJeannine joined the Nova Scotia civil service in 1998. Prior to her current role, she was the Associate Deputy Minister of Health and Wellness. She also served as the Secretary to the Executive Council, Executive Director of the Executive Council Office and at Nova Scotia Treasury and Policy Board as a Senior Corporate Policy Analyst responsible for governance and accountability relating to government agencies. She started her career with the province as a member of the Department of Justice Legal Services Division providing legal advice to various departments. Prior to joining the civil service, Jeannine worked as a lawyer in private practice in Halifax and Ottawa.

Philippe Lottin

Deputy Managing Director of Digital Strategy Implementation, Information Technology Branch, Ministry of Health and Social Services, Government of QuebecPhilippe Lottin has nearly 30 years of experience in the health care sector. He has worked as a clinician and has provided consulting services as a health information specialist to informatics companies and health care institutions. He has also held various management positions in the health care system, including as Director of Surgical and Oncology Specialty Services of the Centre intégré universitaire de la santé et des services sociaux (integrated university centre for health and social services) of the Mauricie-et-Centre-du-Québec region.
Mr. Lottin holds a doctorate in general medicine from the University of Paris VII - Xavier Bichat and a postgraduate diploma in computer science applied to life sciences, artificial intelligence option from the University of Paris V.

Shannon Malovec

Chief Digital Health Officer, Provincial Health Services Authority, Government of British ColumbiaShannon is a highly skilled health informatics leader, passionate about transforming health care through patient engagement and experienced in strategic planning, portfolio/program management, and systems implementation.
In her current role, Shannon works with the Ministry of Health and the BC Health Authorities to drive digital health advancements in the province.
Previously, she was Principal, Patient Engagement at TELUS Health where she led the strategy development, product management, delivery management and operations for patient facing applications, including Personal Health Record, Home Health Monitoring and EMR Portals. She also led the execution of major health transformation initiatives and was responsible for the delivery of consulting services.
Shannon has also worked with various health care organizations, hospitals and private sector IT companies in Toronto, New York and Illinois where she was involved in the planning and implementation of a variety of clinical solutions.

Lyle specializes in Aboriginal law issues and has worked extensively with senior levels of government at the federal, provincial and territorial levels, and has a keen interest in improving the health system for all Canadians. He has a Bachelor of Law from the University of Manitoba and received the Legal Studies for Aboriginal People full scholarship for law school from the Department of Justice. Lyle sits on the Board of the Canadian Council for Aboriginal Business and Chairs the First Nations Election Appeal Board.

Vice Chair, CPA, C.Dir.Barb Hambly has extensive experience as an executive health leader. She was VP, Public Affairs, with LifeLabs Medical Laboratories. Prior to that she was VP with Alberta Health Services, and held a variety of roles with its predecessor health regions including Chief Financial Officer and Senior Vice President, Human Resources. Barb has an accounting designation with the Chartered Professional Accountants of B.C., a Masters of Business Administration from Royal Roads University, and is a Chartered Director (C.Dir.). She also has extensive executive education from Harvard Business School, University of Michigan, London School of Economics and the University of Toronto. She sits on the Board of Alberta Public Laboratories and Chairs the Board of Make-A-Wish Canada.

Dr. Eric Hoskins

MD, DPhil, FRCPC, OC, MSCEric is a medical doctor with a DPhil in Community Medicine (public health and epidemiology) from Oxford University and has spent nearly four decades in the health sector.
A Rhodes Scholar and Order of Canada recipient, Eric has worked in health systems in Canada and around the world. He was Ontario’s Minister of Health (2014-2018) and Minister of Economic Development and Trade (2012-2014). In 2018-2019, Eric was Chair of the Federal Advisory Council on the Implementation of National Pharmacare. He is a Partner at Maverix Private Equity.

Dr. Victoria Lee

President and CEO, Fraser Health AuthorityDr. Victoria Lee is responsible for overall strategic direction and operations of Fraser Health Authority. Dr. Lee joined Fraser Health in 2010 as a medical health officer and held progressive leadership positions including Vice President for Population Health and Chief Medical Health Officer. Previously, she worked with the United Nations Development Programme and the World Bank, and was a travel physician in rural communities in Chile and Brazil. She has a medical degree from the University of Western Ontario, a Royal College fellowship in Community Medicine from the University of Toronto, and postgraduate degrees in Public Health and Business Administration from Johns Hopkins University. She serves on the Board of the Canadian Partnership Against Cancer.

She launched two technology companies that were sold to large US corporations. She is a strategic thinker with the ability to identify growth opportunities and provide guidance to companies working through complex issues. She has expertise in strategic planning, IT governance and operations, and financing, and specializes in risk management and cybersecurity. Josée is a Certified Board Director (ASC/C.Dir), Professional Engineer, (P. Eng), and holds an MBA and a BA in Electrical Engineering. She has served as a Corporate Director for a variety of private companies and not-for-profit and investment fund Boards for the past 20 years.

Michael Green
President and Chief Executive Officer
Michael Green has been President and CEO of Infoway since 2014. He is a strong leader and a creative, strategic thinker who has an international reputation and a proven track record of transforming health care through the use of digital health. He has held senior executive roles with health technology companies spanning major global markets, and he has leveraged international research and innovation to advance the digital health agenda, create jobs and stimulate economic growth in Canada. He was awarded the Queen Elizabeth II Diamond Jubilee Medal in 2012 for his contribution to the Canadian Health IT industry, and received the ICD.D. designation in 2017. He serves on the Board of Directors of Kids Help Phone and HIMSS North America.

Jamie Bruce
Executive Vice President, PrescribeIT®
Jamie Bruce joined Infoway in late 2019 and under his leadership, Infoway is scaling and expanding Canada’s national e-prescribing service across the country. Jamie has extensive knowledge of health care and technology and the Canadian retail drug market. He has helped health care and technology enterprises grow and diversify, has founded and led health care businesses, and has led strategy offices for publicly traded companies such as George Weston Limited and Shoppers Drug Mart. As a former partner at Oliver Wyman, he helped drive new lines of business and long-term growth. Jamie has an M.Sc. in Neuroscience from Western University and an MBA from the Ivey Business School at Western University.

Barry Burk
Executive Vice President, Virtual Care Programs
Barry Burk joined Infoway in 2019 and became an Executive Vice President in 2020. He leads the development and implementation of programs and services to improve Canadians’ access to health information and digital services and tools, and improve provider communications. He also has responsibility for the Account Management team, which works with the jurisdictions to understand their needs and advance Infoway’s strategies. Barry has a proven track record of success in the health information management and technology industry. He had a 30-plus year career at IBM Canada, with more than 20 years as Vice President of Sales and Marketing for the health care industry. He was also head of Public Sector Business Development and Sales at TELUS Health. Barry has a Bachelor of Commerce (Honours) in Business, Management and Marketing from the University of Manitoba.

Abigail Carter-Langford
Chief Privacy & Security Officer and Executive Vice President, Governance, Risk & Compliance, Canada Health Infoway
Abigail joined Infoway in 2017 to promote Infoway’s commitment to addressing health information governance, including the privacy and security of personal health information, throughout the digital health industry and within Infoway. She is also responsible for Infoway’s risk management, compliance and legal functions.
Prior to joining Infoway, Abigail served as Vice President, Human Resources and Chief Privacy Officer for eHealth Ontario and Chief Privacy Officer at the University Health Network. A Certified Information Systems Security Professional (CISSP), Certified Information Systems Auditor (CISA) and Certified Information Privacy Professional (CIPP/C), she also holds a Masters in Health Law from Osgoode Hall Law School.

Chief Financial Officer and Executive Vice President, Business Services
Michèle Jémus joined Infoway in 2018, and leads the team that delivers critical support services (finance, people/human resources, information technology, procurement, legal, strategic planning, privacy and security, reporting, and office management). Michèle has expertise in operational finance, strong management and leadership skills, and a proven track record of building robust commercial infostructures and increasing operational effectiveness. She has held lead finance roles in the life sciences industry, with positions at Intellivax International Inc., Biorthex Inc., EnGene Inc., Resonant Medical and Elekta, where she was Senior Vice President Finance Software Solutions. She also held corporate finance, consulting and audit roles at KPMG and Raymond Chabot, Martin, Paré. Michèle is a Chartered Professional Accountant with a Masters in Administrative Science and a Bachelor of Commerce in Accounting.

Shelagh Maloney
Executive Vice President, Engagement and Marketing, Canada Health Infoway
Shelagh Maloney has held a number of senior positions since joining Infoway in 2005. She manages relationships with patients, clinicians and the federal government, and leads performance analytics and communications and marketing. She has held a number of executive positions in the public and private sectors, where she honed her relationship management and business development skills. Shelagh holds a B.Sc. in Applied Health Sciences from the University of Waterloo and is a Certified Professional in Health Information & Management Systems (CPHIMS-CA). In 2017, she received the inaugural Women Leaders in Digital Health Award, which recognizes female visionaries who are harnessing the power of IT to transform health and health care in Canada.
