Canada Health Infoway's (Infoway's) dedicated Executive Regional Directors work with project sponsors within five regional areas to help facilitate implementation of EHR projects.
As Quebec Executive Regional Director, Louise Beauchesne is responsible for establishing and maintaining business relationships with key decision-makers in the Quebec health sector.
In that capacity Ms. Beauchesne has successfully promoted the use of electronic health records (EHR) in governments, health authorities and clinical practices and that has resulted in major investments in all clinical domains towards EHR implementation.
Ms. Beauchesne has experience spanning more than 15 years in many aspects of information technology. For the last decade, she has focused on health information and her work has included strategic planning, information technology development and transition planning in both the public and private sectors.
Prior to joining Infoway, Ms. Beauchesne worked for major information technology firms in Montreal including, most recently, Bell Canada. She has also participated in many program committees both for provincial and national health information technology conferences.
Ms. Beauchesne holds a MBA from Hautes Études Commerciales of Montreal University and a Bachelor of Music in Jazz Performance from McGill University.
As Executive Regional Director for the Midwest/North Region, Shelley Lipon is responsible for directing Infoway’s regional investment and project activities and building partnerships and alliances with the private and public sectors to advance the EHR initiative. This role includes accountability for identifying and securing new investments, project outcomes, risk management and quality assurance.
As the lead for Infoway Certification Services, Ms. Lipon provides the leadership and operational support to have vendor products certified, especially in the consumer health, diagnostic imaging, drug and physician office EMR sectors.
Ms. Lipon’s experience includes serving as Chief Financial Officer, and then Chief Executive Officer, of the Saskatchewan Health Information Network. In the latter role, her focus was on developing a province-wide network infrastructure and small demonstration projects to show the benefits of information technology development in the health sector.
Ms. Lipon brings to her work a strong knowledge of strategic information technology and innovation, and information management structures, as well as effective leadership and strategic organizational planning skills. Her extensive knowledge and understanding of both the public and information technology sectors in Saskatchewan and across Canada have allowed her to participate in strategic planning initiatives and organizational restructuring at both the provincial and national levels.
Ms. Lipon holds a B. Comm. from the University of Saskatchewan, and a Chartered Accountancy Designation. She was awarded the Fellowship of Chartered Accountancy (FCA) Designation in 2005 for her dedication and participation in the Saskatchewan Association of Chartered Accountants which has included serving as president.
As Executive Regional Director of the Western Region, Mr. Mickelson is based in Vancouver and leads Infoway operations in Alberta, British Columbia, and the Yukon.
Since joining Infoway in 2003, Mr. Mickelson has built and strengthened strategic relationships with partners in both the public and private sectors in support of Infoway’s mission. He works with Infoway’s public-sector partners to structure high-potential electronic health record (EHR) projects for Infowayinvestment, and oversees a portfolio of more than $300 million invested in some sixty projects in the Western Region.
With senior experience in both the public and private sectors, Mr. Mickelson has provided leadership in the delivery of information technology and telecommunications projects throughout western Canada. In the health care sector, this has included EHR planning and Hospital Information System procurement in Manitoba, planning and requirements definition for the Alberta Physician Office System, and a variety of planning and implementation activities with BC’s health regions.
His focus is on using technology to enable improved business processes and service delivery across industries as diverse as forestry, education, municipal government, public utilities, and software development.
Mr. Mickelson holds an MBA from the University of Manitoba and a Bachelor of Journalism from Carleton University.
As Executive Regional Director for Ontario, Terry Moore is responsible for directing Infoway’s investment and project activities in the province, including accountability for identifying and securing new investments, project outcomes, risk management and quality assurance.
An information technology executive with more than 30 years of consulting and project management experience in the health care, retail, manufacturing and technology sectors, Mr. Moore joined Infoway as director, deployment planning and then moved up to program director, diagnostic imaging.
Mr. Moore has held a number of information technology-related posts in both the private and public sectors, including the Ontario Ministry of Community, Family and Children’s Services. He was responsible for implementing the Ontario Government Integrated Network Project for all 47 municipalities delivering social assistance on behalf of the province. He also held positions with Ontario Lottery and Gaming Corporation, G&D Security Card System, SHL Systemhouse Inc., Canadian Tire Corporation, Ltd., and The Hudson’s Bay Company.
