Electronic Medical Record (EMR)

An electronic medical record (EMR) is a computer-based medical record specific to one clinician’s (e.g. physician) practice or organization. It is the record clinicians maintain on their own patients, and which detail demographics, medical and drug history, and diagnostic information such as laboratory results and findings from diagnostic imaging. It is often integrated with other software that manages activities such as billing and scheduling.

Infoway's Approach to EMR Certification Services

A Single Pan-Canadian Program - One certification program for EMR products that allows both national and jurisdiction classes of certification as required

Seamless Process - A simple, integrated process provided either by Infoway or the provincial/territorial governments for product vendors to certify their EMRs

Integrated with EMR Programs - A certification approach that supports EMR programs within the provinces and territories

Evolves Over Time - A certification approach based on recognized industry standards that will continue to evolve as EMR products mature


Infoway's pre-implementation certification for electronic medical records is offered either as a National or Jurisdiction class:

  • National Class Certification- Available for all EMR products that meet the requisite privacy, security and interoperability assessment criteria. Product vendors may make application to Infoway at any time for national class certification.
  • Jurisdiction Class Certification - Available for EMR products that meet the requisite privacy, security and jurisdiction-specific interoperability assessment criteria. Products eligible for jurisdiction class certification are identified and funded by provincial/territorial physician office system programs. 

Infoway's EMR program requires that governments ensure that electronic medical record products eligible for physician funding achieve at minimum jurisdiction class certification.

Certification Criteria

Infoway's pre-implementation certification uses three categories of assessment criteria to evaluate standalone and hosted EMR products:

  • Privacy criteria are based on Infoway's Privacy and Security Conceptual Architecture as well as the Canadian Standards Association model code for the protection of personal information (CAN-CSA-Q830-03).
  • Security criteria are based on Infoway's Privacy and Security Conceptual Architecture as well as the International Organization for Standardization's (ISO) codes of practice for health information system security management (ISO 27799, ISO 17799, ISO 27001, ISO 27002).
  • Interoperability criteria are based on national standards for the following domains:
  • Client Registry
  • Laboratory
  • Drugs
  • Clinical Reports

For National class certification, all four of these domains are assessed. For jurisdiction class certification at least one domain is assessed.
