Board of Directors

Infoway is accountable to its Board of Directors and to its Corporation Members (the deputy ministers of health for the federal, provincial and territorial governments). The  Board includes two federal appointees, five provincial/territorial appointees, and four-six independent directors.


Dr. Peter W. Vaughan

Chair of the Board

Dr. Peter W. Vaughan was appointed Chair of Canada Health Infoway’s Board of Directors effective March 1, 2017.


Kimberley (Kim) Brooks

Vice Chair of the Board
Dean, Faculty of Management, Dalhousie University, Halifax

Kim Brooks is Dean of the Faculty of Management at Dalhousie University. She is also appointed to the Schulich School of Law, where she served as Dean from 2010-2015. She is a technical tax law expert with the International Monetary Fund.


Helen Angus

Deputy Minister of Health, Government of Ontario

Helen Angus was appointed Deputy Minister of Health and Long-Term Care in June 2018.


Corrie Barclay

Assistant Deputy Minister, Health Sector IM/IT, Ministry of Health, Government of British Columbia

Corrie Barclay is the newly appointed Assistant Deputy Minister, Health Sector IMIT Division, Ministry of Health for BC.


Luc Bouchard

Associate Deputy Minister, Ministry of Health and Social Services
Information Technology Branch, Government of Quebec

Luc Bouchard was appointed Associate Deputy Minister at the Information Technology Branch of the Ministry of Health and Social Services (MSSS) on May 6, 2019.


Lyle Bouvier

Vice President, Corporate Services, Points Athabasca Contracting Limited

Lyle Bouvier has more than 20 years of experience in public and private practice, as a litigation lawyer for the Department of Justice Canada, as a Federal Crown Counsel, and as a partner at Miller Thomson LLP. He is currently Vice President, Corporate Services, for Points Athabasca Contracting Limited.

Kim Butler

Head, Finance and Integration, Ericsson

With more than 25 years of executive financial and operational experience with Canadian and a multinational organization, Kim has demonstrated extensive accomplishments in areas of financial management, corporate financing, strategic planning, acquisitions, operations, and investor relations.


Barb Hambly

CPA, CMA, C.Dir.

Barb Hambly has extensive experience as an executive health leader in Canada. She was VP, Public Affairs, with LifeLabs Medical Laboratories from 2011 to 2015. Prior to that she was VP with the inaugural executive at Alberta Health Services, and held a variety of roles with its predecessor health regions including Chief Financial Officer and Senior Vice President, Human Resources.


Karen Herd

Deputy Minister of Health, Seniors and Active Living, Government of Manitoba

Karen Herd assumed her role as Deputy Minister of Health for Manitoba on July 8, 2013. She joined Manitoba Health in 2005 as Executive Director, Finance and in 2008, became the Assistant Deputy Minister and Chief Financial Officer.

Abby Hoffman

Assistant Deputy Minister, Strategic Policy Branch, Health Canada

Paul Glover was appointed Associate Deputy Minister of Health Canada effective July 8, 2013. Prior to his appointment, Paul was Assistant Deputy Minister of the Health Products and Food Branch (HPFB). HPFB takes an integrated approach to managing the health-related risks and benefits of health products and food through the regulatory system.


Dr. Victoria Lee

President and CEO, Fraser Health Authority

Victoria is responsible for overall strategic direction and operations of Fraser Health Authority including a wide range of integrated health services — acute care hospitals as well as community-based residential care, home health, mental health and public health.


Josée Morin

C.Dir., ENG., MBA, Corporate Director, Québec

Josée Morin is a successful entrepreneur and seasoned bilingual Corporate Director with more than 30 years of experience in information technology and life sciences.


Gérald Richard

Deputy Minister of Health, Government of New Brunswick

Born in Rogersville, New Brunswick, Gérald Richard studied education at the Université de Moncton.
