Investment Strategy
Canada Health Infoway (Infoway) works in collaboration with the federal/provincial/territorial jurisdictions, regional health care authorities, other health care organizations and information technology vendors and suppliers to identify appropriate investment opportunities.
Once investment decisions are made, our public sector partners lead the development, implementation and use of EHR solutions. We provide leadership by establishing a strategic direction for EHR implementation in Canada in collaboration with the provinces and territories.
Infoway co-invests an average of 75 per cent of eligible planning and implementation costs for approved projects with provinces and territories funding the balance.
To manage risk, we use a “gated” funding model, which ties reimbursement to the achievement of specific implementation milestones, including end-user adoption by clinicians. This approach ensures strong accountability for investments made by both Infoway and the jurisdictions and stands as an excellent example of successful federal-provincial-territorial collaboration.
Project requirements
There are specific mandatory eligibility requirements for all projects in which Infoway invests:
- Projects must demonstrate their value and benefit to Canadians.
- All projects must comply with applicable federal, provincial and territorial privacy legislation and agreements.
- Projects must comply with Infoway guidelines or standards.
- Initiatives must meet investment criteria for their specific investment program.
- The solutions and their outcomes must have beneficial results that may be replicated and deployed on a pan-Canadian basis.
- All funding contracts must have pre-established milestones and deliverables that can be tied to gated investment:
- The flow of funds is tied to achieving preset milestones and achievements (both in technology and user adoption).
- As each milestone or achievement is reached, the next level of funding is disbursed.
- This protects Infoway's investment funds and ensures value/benefit results are achieved.
