Infoway Standards Collaborative Governance Model

Overview

To support the mandate of the Standards Collaborative, a new streamlined governance structure has been developed in consultation with, and subsequently endorsed by, a broad range of standards stakeholders in Canada. This new governance model provides an opportunity for the Pan-Canadian integration of health information standards mandates. The scope of focus in the new model will address the entire standards life cycle, from standards development through to conformance and maintenance.

The following are the guiding principles that were identified in the development of this new governance model.

  1. Provide for decision-making practices that ensure consensus, openness, and balance of interest to support the strategic direction and coordination of:
    1. Health information standards in Canada; and
    2. The services and processes of the Standards Collaborative (maintenance, conformance, education etc.).
  2. Support a long-term solution for the Standards Collaborative that is transportable to any custodian.
  3. Streamline health information standards governance structures in Canada (number of committees and membership) and processes.
  4. Recognize existing Standards Development Organization governance policies and procedures.
  5. Provide a core governance structure with the flexibility to establish task force groups to address issues with a specific scope and time.
  6. Ensure an effective and efficient approach to coordinate health information standards and related artefacts and their management.
  7. Ensure transparency of process and progress to standards stakeholders.
  8. Maintain a high-level of communication to all standards stakeholders.

The Standards Collaborative Governance Model, as shown in the graphic below, has been developed with three levels of committees and working groups: strategic, coordination and domain levels.

Establishing the Standards Collaborative Governance Model

Significant progress has occurred over the last few months towards establishing the new Standards Collaborative Governance Model including the following:

  • Standards Collaborative Transition - Change Management Advisory Group launched on January 25, 2007;
  • Standards Collaborative Strategic Committee launched on February 12-13, 2007;
  • HL7 Canada and the SC Governance Ballot on the proposed integration of roles and responsibilities of the HL7 Canada Board and Committees into the new SC Governance Model successfully passed with unanimous approval from the HL7 Canada membership in March 2007;
  • Standards Collaborative Coordinating Committee launched on April 18-19, 2007;
  • Interim Standards Collaborative Working Groups launched at Partnership (May 16-18, 2007); and
  • Work in progress to complete the establishment of the full Standards Collaborative Governance Model including launch of the Clinical and Technical Sub-Committees in June 2007.

As part of the former Infoway Standards Collaboration Process, which has been integrated into the new Standards Collaborative Governance Model, the following pan-Canadian Standards Groups are currently active as part of an Infoway-sponsored standards initiative. Membership lists are provided with contact information for you to engage with the individual(s) representing your stakeholder group.
